The
USDA has proposed new guidelines for pre-screening plant species to help keep
out invasive pests, including both weeds as well as pests that damage plants.
The new guidelines would address importation of “plants for planting” aka
nursery stock, which can be a major pathway for introduction of invasive
plants, by creating a category called NAPPRA – Not Authorized Pending Pest Risk
